Hospital History
On July 1, 2004, Taipei County Sanchong Hospital and Taipei County BanqiaoHospital were merged and became the New Taipei City Hospital. The former Taipei County Sanchong Hospital was established on January 1979. The five superintendents at this Hospital were: Li Fu-xiang, Xu Qing-jiang, Chen Jia-he, Chen Ze-ming, Zeng Chun-xing, respectively. Li Long-teng, who was at the time the Commissioner of Taipei Country’s Department of health, was the sixth superintendent of the Hospital and the previous Superintendent of Banqiao Country hospital, Chen Yao-qing, would succeed Li Long-teng.
Taipei County Banqiao Hospital was established in March 1986. Chen Cheng-hong, Zheng Yao-shan, and Chen Yao-qing were respectively the first three superintendents of the Banqiao Hospital. In 2003, the Executive Yuan presented the BanqiaoHospital with a special honor for “Valuing Consensus and the Feelings of the Citizenry”.
In May of 2003, SARS had spread to Taiwan and Sanchong Hospital was designated as the hospital for treatment of SARS patients and SARS prevention. In July 2003, the hospital was able to cure all the SARS patients and prevent the spreading of SARS. In 2003, the Sanchong Hospital was honored by the Taipei Country government with the Service Quality Award for its outstanding performance in the implementation of quality work and research.

Under the leadership of government officials after planning, reorganizing and restructuring, the two hospitals finally merged to become the Taipei County Hospital on July 1, 2004. The Taipei County Hospital consists of two Branches: one in Banqiao and one located in Sanchong. There is a shuttle bus service provided from Banqiao to Sanchong and from Sanchong to Banqiao. Since medical information is shared virtually online between hospitals, patients can get access to their information at either hospital. The patients of either hospital can bask in the glory of “one branch visits but two branch services.”

In January 2007, the former vice superintendent of Taipei City Chung Hsing Hospital, Shen Shi-tze took over Taipei County Hospital. With a new vision in mind, superintendent Shen lead his staff members to collaborate for a better operation strategy and to inspire creativity among the staff. In addition to the outpatients, emergency, and hospitalization, services already provided at the Hospital, medical services for chronic patients, the elderly, and the disadvantaged were added. Moreover, Shen inspired the idea to set up a daycare, ward for mental health patients, signed a contract with the Loving Blind Association to benefit the blind community, collaborated with community resources to build additional nostalgic showcases, and created with Taipei City Hospitals walking trails to promote health. Shen has also got the Hospital certified as a Health-Promotion Hospital by the World Health Organization (WHO) and extending the hospital’s nursing homes. The most notably was training thousands of people in CPR and setting the new world record now listed in the Guinness World Record Books.
The Taipei County Hospital was the first county Hospital to set up a special hepatitis clinic and liver cancer clinic. This clinic helps to diagnose and create customized follow up plans for patients suffering from either disease.
Through SuperintendentShen’s leadership, Taipei County Hospital has strengthened its medical teams in departments such as Colorectal Surgery, Radiation Oncology, and Cosmetic Surgery. Moreover, after 29 years from being established, a Neurosurgery and Occupational Therapy unit was incorporated into the Hospital. A system of ward-rounds performed by the superintendent, vice superintendent and directors of the surgical and medical divisions were also established to provide better oversight of Taipei County residents.

New Taipei City Hospital has spent an incredible amount of time making changes in order to be the best Hospital for the residents of Taipei County. Superintendent Shen personally leads his medical teams into communities and competes with other hospitals. He also attends medical groups, health centers, schools, health improvement centers, businesses and neighborhoods to promote free screened medical exams.
In addition, Superintendent Shen has made it his priority to improve the treatment quality and research capability of the hospital. He has collaborations with several medical centers and colleges throughout the city, with the hope of becoming a hospital that offers holistic community based treatment.
